Blue glass oval platter with bubble pattern and scalloped rim.This style is called "Bubble" and the color "Sapphire Blue". It was created in 1937 by Hocking Glass in Ohio, USA. Note the bubbles are molded on the exterior so the interior of the plater is smooth.
